HR Heavy Rigid

1. Any truck or bus with three or more axles and GVM more than 8 tonnes.
2. Any trailer towed must not be more than 9 tonnes GVM.
3. Articulated buses included.

Requirements:

1. Have held a class C licence for at least one year or more (P1 licence holder are not eligible for HR Licence).
2. Pass the HR knowledge test and pass as eyesight test.
3. Obtain a HVCBA log book and guide book.
4. Pass the Heavy Vehicle Competency Based Assessment and obtain a Certificate of Competency.

1. Pre-operation checks
2. Cabin drill
3. Start, move off, shut down and secure vehicle.
4. Managing Steering, Gears, Brakes and accelerator.
5. Create & Maintain Crash Avoidance Space.
6. Protect Crash Avoidance Space.
7. Road Rules and directions.
8. Reversing
9. Hill stop/start.
10. Load securing.

In-cabin camera:
Since 1 December 2014, in-cabin video camera and GPS technology have been rolled out to improve the integrity of the HVCBA Scheme by mitigating fraud and corruption risks. RTOs monitor HVCBA Final Competency Assessments (FCA) completed by assessors for the issue of heavy vehicle driver licences. A video camera must be in operation inside the cabin of the heavy vehicle during the FCA/CT in order to capture and record the end-to-end on road assessment
Dual Assessment:
From 1 September 2015, Registered Training Organisations (RTO) and Heavy Vehicle Competency Based Assessors (HVBCA) must comply with a new requirement of the Heavy Vehicle Competency Based Assessment (HVCBA) Scheme, Clause 4.2(d), which separates the training and assessment roles of Assessors, which states that the RTO must ensure that the Assessor who delivers an Applicant’s training course cannot be the same person that conducts the final assessment.
